Biratnagar. On 23rd and 24th of August 2082, during the nationwide Genji movement, extensive vandalism and arson took place in the government agencies and structures of Koshi province. The structure damaged by arson and vandalism a year ago has not yet been rebuilt.

The office of the Chief Minister and Council of Ministers of Koshi Province in Biratnagar is still covered with green netting. In the preliminary study, the building is on the list that can be repaired and used. However, it is seen that more than four million rupees will be spent to make the burnt building usable again.

Even now, the current temporary space for the Chief Minister and Chief Secretary to sit, hold meetings and meet visitors is too narrow. "Where I am working now, there is no such environment as a cabinet," said Chief Minister Hikmat Kumar Karki, "We are still mentally disturbed by that incident. Physically there was great damage. We still haven't restored our ministries as expected

According to Chief Minister Karki, many structures in the province have not yet started. There is no management of burnt goods. Even the ashes of some offices have not been lifted. "Our burnt vehicles are still visible, burnt houses and offices are everywhere," Chief Minister Karki said. According to the government report, there was a loss of Rs 156.2 million in the Chief Minister's office.

Similarly, there was a loss of 126.7 million rupees in the Koshi State Assembly Secretariat. After the state assembly building was completely burnt down, a temporary structure was built at the vegetable market of Kathari at a cost of 4 crores. The district coordination committee building (Devkota Chowk), where the state assembly was held earlier, has become a ruin. Even the burnt ashes are not picked up there. From the damaged vehicles to the furniture, it is in the same condition due to physical damage.

How much was the damage?

According to the final damage assessment report prepared by the provincial government, during the two-day demonstration, physical and technical damage worth 76 crore 95 lakh 42 thousand 939 rupees 70 paise was caused to various ministries, provincial assembly secretariats, commissions and district government offices. During the agitation, a total of 5,498 physical materials and structures related to government-owned buildings, vehicles, furniture, equipment and information technology were destroyed or damaged.

Government vehicles were the main target of the protestors. Vehicles accounted for 54 percent of the total damage. A total of 265 vehicles including 68 four-wheelers, 163 motorcycles and scooters, 4 electric vehicles (EVs) and 20 bicycles were destroyed or damaged during the protest. The estimated loss of these vehicles is 41 crore 52 lakh 94 thousand 149 rupees. Similarly, the provincial assembly secretariat, various ministries and subordinate buildings suffered a total of 50 damages, resulting in a loss of 18 crore 46 lakh 27 thousand 256 rupees 67 paise.

2 thousand 106 devices such as computers, printers, ACs, refrigerators used for administrative work were destroyed due to vandalism and fire.

Similarly, when 2,488 pieces of furniture such as sofas, tables and chairs of ministries and government offices were destroyed, a loss of Rs. According to the report, 41 lakh 78 thousand 262 rupees 40 paisa were also damaged in 204 items including gas stove, cylinder, carpet and wire.

Regarding the provincial government ministries, the vehicles of the Ministry of Industry, Agriculture and Cooperatives and the Ministry of Tourism, Forest and Environment were extensively vandalized and set on fire. Among them, the Ministry of Health has been transferred from there after a red sticker was put on the building of the Ministry of Health at Devkota Chowk. Similarly, one building of the Ministry of Agriculture has been damaged.

In those two ministries, only vehicles worth more than 60 million 43 million 59 thousand and 6 million 37 million 89 thousand were damaged respectively. Similarly, there has been damage to the building structure of the Ministry of Internal Affairs and Law worth 64.7 million 73 thousand and more than 6 million rupees to vehicles.

In the Ministry of Physical Infrastructure Development, vehicles and equipment have been damaged to the tune of about 77.76 million rupees.

Likewise, vehicles, equipment and buildings worth lakhs of rupees have been destroyed in the Ministry of Health, Ministry of Water, Irrigation and Energy, Ministry of Social Development and Ministry of Economic Affairs and Planning.
