Kathmandu. The Teachers Service Commission has been without an officer for the past five months. Through the 'Special Provisions on Dismissal of Public Officials Ordinance, 2083', the Commission has become without an official when the official is dismissed, due to which the Commission has been empowered to make policy and administrative decisions.
After the ordinance was passed on 18th Baisakh, the commission became without officers. Due to the lack of officials, the annual schedule has not been made public and regular policy and administrative work has been affected.
Answering the questions raised by the members in the National Assembly meeting on 15th July last, Minister of Education and Sports Sasmit Pokharel said that the process of appointing officials in the Teachers Service Commission has progressed.
According to Parasuram Tiwari, information officer of the commission, the commission has not been able to start new work and continue the old processes due to the absence of officials. Since April, the entire process of editing by the commission has been stopped. He said that it will not be possible to proceed with any postponed work until the officials are appointed in the commission.
Due to the absence of officials, 25% of the teacher promotion process based on performance evaluation (Kasmu), provincial interviews at the teacher and teacher level have been stopped. Similarly, the process of reviewing the secondary level promotion interview and publishing the final list after reviewing the complaints filed against 75 percent of the promotion by the provincial education development directorate has also stalled. The written examination and application management of the lower secondary and secondary level posts advertised last year have not been able to proceed.
Information officer Tiwari said, "All necessary presentations and interviews for the appointment process of new officials in the commission have been completed." Currently, the decision of the Council of Ministers is awaited. We are hopeful that the next meeting of the Council of Ministers will decide on the appointment of officials.
He said that as soon as the decision was made, the work of examinations, results and promotions, which had been stopped, would resume.
The shortlisted candidates for appointment as chairman and members of the Teachers Service Commission have presented their professional action plans with concept papers and given interviews. The candidates for the presidency have given presentations and interviews on August 4 and 8. Female member candidates gave interviews on August 2nd and 5th, open member candidates gave interviews on August 3rd and 7th.
A total of 21 candidates including 6 for the position of chairman, 5 for women members, and 10 for members were selected in the short list, but the appointment process has not yet proceeded.
According to the revised regulations of the Teachers Service Commission, the commission has been given the main responsibility of making recommendations for the permanent appointment and promotion of teachers. In addition to this, the commission has also vested the right to grant teaching permits (teaching licenses) to those who want to teach in schools and to determine the course of the examination to be taken for that purpose. These works are now affected.
According to the regulations, the commission will also have the responsibility of giving necessary suggestions to the relevant ministries regarding the service, conditions and facilities of the teachers. Similarly, the commission has been entrusted with the responsibility of determining the syllabus of various examinations to be taken for the permanent appointment and promotion of teachers and conducting all other tasks related to the examination.
Similarly, for transparency and record management of the examination, except in the case of complaints, it has been arranged to wash the documents related to the examination one year after the publication of the results. In addition, the commission has been given the right to monitor, inspect and investigate as needed regarding the work to be done by the commission in accordance with the Act or this regulation.
According to the seventh amendment of the Education Act, there is a provision to form a 3-member commission with 1 chairman and 2 members in the commission. Under the chairmanship of the Public Service Commission, a three-member committee consisting of the Vice-Chancellor of Tribhuvan University and the Secretary of the Ministry of Education is appointed by the Government of Nepal for a period of 5 years.
According to the suggestion of the High Level National Education Commission 2055, the National Teachers Service Commission established in the year 2056 from the sixth amendment of the Education Act was later continued as the 'Teacher Service Commission' by the seventh amendment dated 25th of January 2058. The Commission performs the main functions of appointment, promotion, distribution of teaching licenses and service-facilities of community school teachers.

According to the information of the commission, Madhusudan Adhikari, Yadav Prasad Koirala, Raghuram Bista, Dr. Roznath Pandey, Suresh Adhikari and Dr. Hari Prasad Lamsal is in competition. Similarly, Dr. for the position of female member. Divya Dawadi, Pavitra Subedi, Rajya Lakshmi Shrestha, Vishnu Ghimire Rimal and Shivakumari Baral Ghimire are competing.
Members include Indramani Pokharel, Eknarayan Sharma, Krishna Gosai, Dumbarkumar Batas, Dr. Mukundamani Khanal, Ramsharan Sapkota, Ramashish Yadav, Shivkumar Karki, Saroj Kumar K.C. And Hiramani Sharma is in the competition.
