Dhangadhi. The ruling coalition in the Far West Province has announced the government's 'minimum common programme'. In a press conference held at Chief Minister Niwas Dhangadhi on Monday, Economic Affairs Minister Chakra Malla announced a joint program containing the government's policy priorities and upcoming action plan.
Chief Minister Khagraj Bhatt, CPN-UML parliamentary party leader Rajendra Singh Rawal and provincial government ministers were present in the program.
In the common program, it is mentioned that the 'Made in Sudurpaschim' campaign will be conducted to strengthen the economy of the province. Minister Malla said that branding and marketing of products based on local raw materials and mandatory use of indigenous products in the government sector will be adopted.
The plan to implement a one-door system for investors and to advance large projects in the public-private-cooperative (three P) model is also included in the common program.
The government aims to formulate a long-term agricultural master plan for the province. Programs to encourage collective farming and chaklabandi, utilization of barren land and subsidizing agricultural insurance are also included.
In addition, a commitment has been made to take special initiatives to solve the problems of the landless, squatter, free Kamaiya, Halia and Kamalari, which are the old problems of the Far West.
A policy has been taken to coordinate with the federal government for the construction of large hydropower projects, including the much-awaited Paschim Seti, and to cooperate with the local level in small projects.
In terms of tourism, the plan to build 'Devbhoomi Tourism Circuit' and 'Eco Hill Station' covering the religious and cultural places of Far West has been put forward.
Giving priority to social justice, the government has announced that the next 10 years will be celebrated as the 'Dalit Rights Decade'. The government claims that this program was introduced to end caste discrimination and untouchability.
Similarly, it is mentioned in the joint program to make the Far West a 'Child Marriage Free Province' and conduct a special campaign to end violence against women.
The government plans to upgrade hospitals in the province, establish trauma centers on hilly highways and make telemedicine services effective. The government will invest to address the 'autism' problem seen in children and to make higher education based on digital technology.
To make government services transparent and technology-friendly, it is aimed to expand 'faceless', 'cashless' and 'paperless' services. Minister Malla said that adopting zero tolerance against corruption, a mechanism will be created to directly listen to citizens' complaints and address them through digital means through 'Hello CM'.
From the next financial year, the policy of allocating budget only to the schemes listed in the 'Project Bank' will be adopted. In addition, a plan to form a 'high-level government reform commission' to review the government structure and performance of the province has also been announced.
