More than 5.2 billion rupees has been collected in eight days in the Prime Minister's Divine Disaster Relief Fund, which was operated by the Council of Ministers and the Prime Minister's Office for the purpose of providing relief and rescue to the Bhotekosi flood victims.
The fund has 7 billion 376 million 73 thousand rupees as of 5 pm on Wednesday. According to a senior official of the Council of Ministers and the Prime Minister's Office, the fund had two billion 17 million rupees before the flood. According to Hemraj Aryal, the spokesperson of the Prime Minister's Office, after reducing the amount in the fund before the flood, it was seen that 5 billion 206 million 73 thousand 891 rupees were collected in the fund in eight days.
The said amount is the amount collected from home and abroad in the Prime Minister's Divine Disaster Relief Fund operated by the Prime Minister's Office for the rescue and relief of Bhotekosi flood victims. According to that employee, during this period, 7.158 thousand 247 US dollars have been collected from different countries for the rescue and relief of Bhotekosi flood victims. Its Nepalese rupees are around 1 billion 88 million 19 lakhs. The Prime Minister's Disaster Relief Fund Operation Regulations 2063 have been arranged to operate the fund.
According to the regulations, the Vice President of the National Planning Commission will be the coordinator of the fund. The members include the former Secretary of the Ministry of Local Development (currently the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration), the Secretary of the Ministry of Home Affairs, and the former Secretary of the Ministry of Health and Population (currently the Ministry of Health and Food Hygiene). Similarly, the secretary of the Ministry of Infrastructure Development, Ministry of Agriculture, Forestry and Environment will be an ex-officio member of the fund.
After the Bhotekosi flood, the meeting of the Divine Disaster Rescue Fund Steering Committee held last Tuesday decided to send one billion rupees of the funds collected in the fund to the flood-affected areas immediately. The meeting decided to collect and disburse the amount in a fund that will be mobilized under the leadership of the Secretary of the Ministry of Home Affairs. The amount deposited in the account of Everest Bank was disbursed.
According to Section 22 of the Disaster Risk Reduction and Management Act 2074, the Disaster Management Fund will be mobilized by a committee headed by the Home Secretary as the coordinator.
Where can it be spent?
According to the Prime Minister's Disaster Relief Fund Operation Regulation 2063, the money accumulated in the fund can be spent on rescuing and protecting the property of people who have been affected or may be affected by natural disasters, setting up temporary camps for immediate relief, purchasing essential items such as food, clothing, medicine, educational materials that are urgently needed for the sustenance and sustenance of the victims, and for medical treatment of people who have been injured or sick due to natural disasters.
Similarly, providing financial assistance to the relatives of the deceased for the kazkiriya or sadgat of the person who died due to natural disaster, disposing of the garbage and pollution caused by natural disaster, creating or rehabilitating a temporary shelter for the person suffering from natural disaster, providing financial assistance for repairing the residential house of the person suffering from divine disaster or tools related to his profession, workshops, for the prevention of divine disaster. The amount will be spent for the purpose of conducting awareness programs, taking precautions or making preparations.
According to the regulations, the amount shall not be spent to provide wages, salaries, allowances or facilities to any government or non-government employees, to provide travel expenses or other similar expenses to any government or non-government employees, to provide donations, prizes, gifts or grants to anyone, to provide financial assistance to anyone except in matters related to natural disasters.
