Kathmandu. Nepali Communist Party (NCP) Coordinator and former Prime Minister Pushpa Kamal Dahal 'Prachanda' has commented that although the government mobilized the security agencies in the disaster management of the recent floods and landslides, it has completely failed to conduct public operations.
Addressing the meeting of the House of Representatives on Wednesday, Prachanda said that the government has failed to unite all three levels of government and the people to face the disaster.
Speaking in the Parliament, Prachanda said, "There was hope that something good would happen when the Prime Minister and Home Minister were active in the initial days of the disaster." But all levels of government and common people had to be mobilized to face the catastrophe. The army was mobilized but the people could not be mobilized.
He clarified that disaster management cannot be effective unless the people are mobilized along with the army. Claiming that the government has failed in rescue, relief and public transport in the last 7 days, he accused that the rescue work could not be done in time in dangerous places including tunnels and there was some 'arrogance' in the government.
During his speech, former Prime Minister Prachanda emphasized on the need to internationalize the natural crisis that Nepal is facing due to climate change (global warming). He said that due to the increase in global temperature, the snow melts and the relationship between rock and snow weakens and landslides increase.
"This problem is not only in Nepal, if the world community does not take it seriously, the entire human community will be in crisis," he said.
Recalling that he had seriously raised the issue of 'climate justice' in the United Nations General Assembly and COP conferences, he said, "We do not need anyone's mercy. Nepal should get compensation for the damage caused by carbon emissions."
Recalling that on his own request, the Secretary General of the United Nations visited Nepal and drew the attention of the world community from Everest and Lumbini, Prachanda said that Nepal cannot solve this crisis alone.
He urged the government to be more serious and responsible for such environmental and natural disasters that may come in the future.
